JSTOR, the source of these documents, did NOT want to press charges, but because breaking a website's terms of service is - due to some outdated and poorly made law - a felony, he was prone to getting charged with a felony that people hardly EVER get hit with.&lt;/p&gt;&lt;p&gt;That means if you have ever broken a website's rule - no matter what that rule is- and you agreed to said websites terms of service: YOU TOO, COULD BE CHARGED WITH WHAT HE WAS CHARGED WITH.&lt;/p&gt;&lt;p&gt;Essentially, I could make a website and state in my terms of service "You are prohibited from download anything from the link labeled 'Downloadable Files'", and try to have you hit with a felony, if you do. Yes, you could be hit with a felony for breaking an online, personal contract; something that should be settled in claims court, between the parties involved and not the federal government.&lt;/p&gt;&lt;p&gt;To summarize: No one EVER gets charged for breaking a websites terms of service, because the government could care less if you break a personal contract with a website owner, but you could. &lt;br&gt;This man helped bring the world's eyes upon bills like PIPA and CISPA, bills that were dangerously close to being passed under the radar. Bills that would grant more power to the same type of people who tried to charge someone with 35 years, for downloading too many documents. Not every server holder has an income as facebook and co. (for the purpose of public servers).
